🆕 2025 Process Update — Combined Embassy + MOFA from India

As of 2025, the UAE Embassy in India has introduced a combined digital attestation that covers both the UAE Embassy stamp and UAE MOFA attestation in a single process — completed entirely from India. You no longer need to ship your documents to the UAE for a separate MOFA step. Your documents stay in India throughout, and you receive a digitally attested certificate with a unique reference number verifiable at verify.mofa.gov.ae.

⚠️ Apostille is NOT Valid for UAE

UAE is not a member of the Hague Apostille Convention. Getting an Apostille — even an MEA Apostille — will not be accepted in the UAE under any circumstance. You must go through UAE Embassy Attestation. An Apostille cannot be converted and the process must be restarted if done incorrectly.

Common UAE Attestation Mistakes

These are the most frequent errors that cause UAE attestation rejections, delays, or legal complications in 2025. Preside’s checklist process catches every one of these before submission.

Getting Apostille Instead of Embassy Attestation

UAE does not accept Apostille — not even a GAD or MEA Apostille. This is the single most common and costly mistake. If you've received an Apostille, it cannot be reversed, and the entire process must be restarted from scratch with additional cost and time.

Using the Old MOFA Process — Shipping to UAE

Many agents are still following the old 5-step process that required shipping documents to the UAE for MOFA. As of 2025, this is no longer necessary. Agents using the old process are wasting your time, money, and exposing your originals to courier risk.

Wrong State HRD — Getting HRD from Current State

HRD must come from the state where your document was issued, not where you currently live. A Maharashtra resident with a Kerala degree must process HRD through Kerala. Getting this wrong means rejection at the MEA level and restarting from HRD.

Submitting Laminated Original Documents

UAE Embassy and MOFA do not accept laminated documents under any condition — they will be rejected. UAE Embassy guidelines explicitly state laminated documents cannot be attested. If your certificate is laminated, it must be safely de-laminated before submission.

Commercial POA Without Prior Notary Attestation

A Power of Attorney with commercial content must be signed before a local notary in India before it can proceed to MEA and UAE Embassy. Submitting without notarization means rejection at the MEA stage — a step many applicants and even some agents miss.

Using Unauthorized or Fake Attestation Agents

Yes — significantly. As of 2025, the UAE Embassy and MOFA have combined their attestation into a single digital step that is completed entirely from India. Previously, you needed to first get UAE Embassy attestation in India and then separately ship your documents to the UAE for MOFA attestation. That second step is now done from India digitally. The output is a digital certificate (bilingual Arabic + English) with a unique reference number and QR code, verifiable at verify.mofa.gov.ae. Physical stamps have been replaced by digital endorsements.

No. UAE is not a member of the Hague Apostille Convention. No type of Apostille — whether Apostille from MEA, GAD, or any other body — is valid for use in the UAE. This is non-negotiable. If you have already received an Apostille, it cannot be converted and you will need to restart the process from HRD / Home Department with full UAE Embassy attestation. Always double-check that your agent is providing Embassy Attestation, not Apostille, for UAE.

No — this is the key change. MOFA attestation is now completed from India as part of the combined UAE Embassy + MOFA digital process. You apply via the UAE MOFA website (mofa.gov.ae), a MOFA-approved provider in India (VFS Global or BLS International) picks up your original MEA-attested document, and both the UAE Embassy and MOFA attestations are done digitally from India. Your documents never travel to the UAE. The digital certificate with QR code is emailed to you.

Original documents are still required for physical submission to the UAE Embassy, even though the overall process is digital. The MOFA-approved pickup provider will collect your original MEA-attested document. After attestation, the original is returned to you along with the digital attestation certificate. Scanned copies alone are not sufficient — the UAE Embassy requires physical originals.

The complete chain typically takes 10–20 working days depending on the document type and issuing state. The update has reduced overall time by eliminating international courier delays to UAE — what previously could take 25+ days now typically completes in 10–15 working days. State HRD timelines vary: Kerala and Maharashtra are usually faster; UP, Bihar, and certain other states take longer. From June 2025, the UAE MOFA attestation stamp changed from pink to blue and now clearly displays the fee amount paid. Both the old pink stamp (from before June 2025) and the new blue stamp remain valid and legally recognized in the UAE. The color change was introduced to enhance security and allow UAE officials to quickly verify that the correct fee was paid during attestation.

HRD must be obtained from the state where your document was issued — not your current state of residence. For example, if you now live in Mumbai but your degree was issued by a university in Kerala, the HRD must be processed through the Kerala HRD / Education Department. This is a common point of confusion that causes delays when done incorrectly.
