Saudi Arabia Embassy Attestation is the official process of authenticating your Indian documents through a chain of Indian government authorities — and then through the Royal Embassy of Saudi Arabia in India — so they are legally recognized for use in the Kingdom of Saudi Arabia. For educational documents, this chain includes a unique extra step: the Saudi Cultural Attaché Office (SACA) attestation, which is specific to Saudi Arabia and not required for any other Gulf country.
Whether you are going to Saudi Arabia for employment, higher education, family sponsorship, or business — every Indian document you submit to KSA government authorities, employers, SCFHS (Saudi Commission for Health Specialties), or educational institutions must be attested before it is accepted.
Saudi Arabia is now a Hague Convention member (since December 7, 2022), so an MEA Apostille is technically sufficient for personal and commercial documents. However, for educational certificates — especially degrees used for employment — the Saudi Cultural Attaché (SACA) attestation is still required and cannot be skipped. Preside advises the correct route for your specific document and purpose.
Importantly, the Royal Saudi Embassy does not accept document submissions directly from individuals. All submissions must go through authorized, SACA-approved agents — making it critical to work with a certified agency. We provide complete service for Saudi Embassy attestation.

Educational documents require a unique step — the Saudi Cultural Attaché (SACA) — which is not needed for personal or commercial documents.
SACA is the most misunderstood — and most critical — step in Saudi educational attestation. Here's everything you need to know.
The Saudi Cultural Attaché Office (SACA) is a division of the Royal Embassy of Saudi Arabia in New Delhi that exclusively handles the verification and attestation of educational certificates. It re-verifies your degree directly with the issuing university in India, confirms the qualification is genuine and full-time, then attests the original degree before it can proceed to the Saudi Embassy.
Since Saudi Arabia has strict rules about professional qualifications, SACA ensures every degree used for employment in the Kingdom is rigorously verified at the source.
Saudi Arabia joined the Hague Convention in 2022 — which changes things for some documents, but NOT for educational certificates. Here's the definitive breakdown.

Saudi attestation is more complex than any other GCC country — the SACA step, direct-submission ban, and strict mode-of-study rules require an agent who truly knows the process.

Since Saudi joined the Hague Convention in 2022, some documents can use Apostille — but educational degrees still need the full SACA chain. We give you the right advice for your specific document and purpose, not a one-size-fits-all answer.

Updates at every stage — state submission, state completion, MEA, and dispatch. You always know exactly where your documents are and what step comes next.
These are the most frequent errors causing Saudi attestation rejections, delays, or wasted money. Preside’s pre-screening catches every one before submission.
Many agents — and individuals — skip the Saudi Cultural Attaché (SACA) step and go directly from MEA to the Saudi Embassy. The Embassy will reject educational documents that don't carry the SACA stamp. The entire process must restart from SACA at significant additional cost and time.
SACA only attests degrees from full-time, regular-mode courses. Distance education, correspondence, part-time, and online degrees are rejected by SACA — with no exceptions. If your degree is from a distance course, it cannot be attested for Saudi Arabia through this route.
Saudi Arabia's Hague Convention membership (Dec 2022) does NOT exempt educational certificates from the SACA requirement. Many applicants get an Apostille on their degree thinking it's sufficient for KSA employment — it is not. Your employer in KSA will reject it.
SACA attests only the original, final degree certificate (convocation certificate). Mark sheets, transcripts, consolidated grade cards, and provisional degrees are not attested by SACA. You must use the original final degree only.
Saudi Cultural Attaché and Embassy require the profession in your offer letter to match your degree. An accounting degree holder applying as an "administrator" will face rejection. The designation in the offer letter must align with the educational qualification being attested.
The Royal Embassy of Saudi Arabia does not accept submissions directly from individuals under any circumstances. Submissions must be handled by an experienced attestation agency familiar with the embassy's procedures. Attempting direct submission will result in rejection without processing, costing you valuable time.
Accurate 2025 answers on Saudi Arabia’s unique attestation requirements — SACA, Apostille rules, timelines, and more.
Yes — Saudi Arabia joined the Hague Apostille Convention on December 7, 2022. For personal documents (birth, marriage, death certificates, PCC) and commercial documents (POA, company certificates), an MEA Apostille from India is generally sufficient for Saudi Arabia. However, for educational certificates used for employment, professional licensing, or Iqama, the Saudi Cultural Attaché (SACA) attestation is still mandatory even after Saudi’s Hague Convention accession. Always confirm with your Saudi employer what they require before proceeding.
SACA stands for Saudi Cultural Attaché, the cultural and educational wing of the Royal Embassy of Saudi Arabia in New Delhi. SACA re-verifies your educational degree directly with the issuing university to confirm it is genuine, from a full-time/regular course, and matches the profession in your Saudi offer letter. Only after SACA attests the degree can it proceed to the Saudi Embassy. SACA is unique to Saudi Arabia — no other GCC country requires this step. SACA only processes documents through its officially approved agents, and only accepts original final degree certificates (not provisional or mark sheets).
Timeline depends on document type:
Personal documents (birth, marriage, PCC): 10–20 working days for the India-side chain
Commercial documents: 12–20 working days
Educational documents (with SACA): 2–4 months minimum. SACA alone takes 4–8 weeks as it corresponds with your university for verification
Preside provides realistic timelines upfront specific to your document and state before you start.
No. SACA strictly does not attest degrees from distance education, correspondence courses, private mode, part-time courses, or any online/open university programs. This applies without exception. If your degree was obtained through distance education, it cannot be attested for Saudi Arabia through the SACA channel, and Saudi Arabia will not recognize it for employment purposes. Only full-time, regular-mode degrees from recognized universities are eligible.
For educational documents (SACA + Embassy chain):
Original final degree certificate (convocation certificate)
Passport copy (first and last page)
Saudi offer letter — must have your name, passport number, salary, and profession matching your degree
Affidavit with personal, professional, and educational details (on stamp paper)
For personal documents: original certificate, passport copy, and Iqama copy (if already in KSA). Preside provides the exact checklist for your specific document when you contact us.
Yes — this is a critical point. SACA and the Saudi Embassy require that the profession stated in your offer letter logically matches the educational degree being attested. For example, a B.Com degree holder must have an accounting/financial related designation — not “administrator” or “coordinator.” If the profession and degree don’t align, SACA will reject the application. Contact your Saudi employer to ensure the offer letter designation matches your qualification before starting the attestation process.
Saudi MOFA (Ministry of Foreign Affairs) attestation is done in Saudi Arabia — not from India. After you arrive in Saudi Arabia, some employers and government authorities require a final MOFA stamp on your already-attested documents for purposes like Iqama renewal, court proceedings, or professional registration. This is a Saudi-side step handled by your employer, sponsor, or an attestation service in KSA. Preside handles the complete India-side chain (HRD → MEA → SACA → Saudi Embassy) and provides guidance on what MOFA requires after you arrive in KSA.
If you are already in Saudi Arabia and need to change sponsors (kafala transfer), you generally do not need fresh Indian-side attestation if your existing attested documents are still valid. However, for the sponsor change process, you will need a Certificate of Employment from your current employer attested by the Chamber of Commerce — this certificate must contain your Iqama number, passport number, joining date, and position. Preside can advise on whether new attestation is needed for your specific situation.
